PhilFIDA CONDUCTS THE 2019 IN-HOUSE RESEARCH REVIEW, ORIENTATION ON GAD-HGDG, AND WORKSHOP ON RESEARCH OPERATIONS

The 2019 IN-HOUSE RESEARCH REVIEW, ORIENTATION ON GAD-HGDG, AND WORKSHOP ON RESEARCH OPERATIONS was conducted at Camelot Hotel, 35 Mother Ignacia Ave, Diliman, Quezon City. The week-long event started by welcoming and acknowledgement of participants (given by Robert Atienza), presentation of house rules (given by Emma Balabis), and overview of activities (given by Jose Catalla).

The PhilFIDA reportorial guidelines were given by Imelda Marbella, emphasizing the importance of timeliness of submission of reports as important factor in QMS. Budget allocation and liquidation guidelines was given by Chief accountant Honesto Tabuzo Jr. He presented the difference between Obligation Budgeting and Cash Budgeting. In obligation budgeting, payments can be done even after the fiscal year while in cash budgeting payments can only be done within a 15-month period. Under the cash budgeting NCAs for the quarter will lapse at the end of the quarter. 2020 Work an Financial Plan, Tier 1 & Tier2 was discussed by Mr. Robert Atienza. The Budget Execution Document (BED 2) must be prepared by each region because they know the actual situation in their region. GAD Targeting was discussed by Mr. Catalla, emphasizing that the 5% of MOOE must be allocated for GAD, and the target could be either Client Focused or Organizational Focused.

Issues and concerns were also presented during the first day. Mr. Aladin Repaso of Region IX presented their problem on production and distribution of abaca planting materials at ZEFRESS because their seedbank was damaged by drought. He requested that their production and distribution of planting materials be reduced. Issues on the under target of planting materials distribution by some seedbanks were also raised by Mr. Samuel Nacino. Issue on the deadline of submission of reports as this would greatly affect our performance. It was agreed that submission of reports of the units to the regional office shall be on the 25th of the month then submission to the central office on the 28th of the month at 5:00 PM. The issue on the supposed closure of seedbank in Region 7 was also discussed.
Workshop on PESTLE was facilitated by Leny Galvez. The participants where divided into 6 groups wherein each group discussed and drafted the issues using the PESTLE approach.

On the 2nd day, the research utilization of every regional office were presented. Comments during the presentations include, (1) the term fund transfer is apt to use than “cash advance”, (2) hiring of COS/Jos must be known to CO for issuance of authorization and record purposes for COS/JOs needed for about 3-5 days, (3) ROs need not to request authorization from CO, the (4) need to review procurement act, RA 9184, and liquidate immediately completed projects/activities.

A seminar on the strategic performance management system was given by Robert Atienza. Highlights include that (1) the IPCR must be aligned with the agencies vision, mission and goals, (2) at least 2 in the performance dimension (effectiveness/quality, efficiency and timeliness) will be rated, the basis of IPCR, DPCR, RPCR is the work and financial plan, (3) IPCR must reflect to your job description, (4) RPSB is tasked to list qualified applicants not to recommend, and (5) RDs must recommend to the approving authority.
A workshop on QMS readiness was also conducted by Leny Galvez, focusing of the development of process flows for processes in the regional offices. During the workshop, process flows for the following processes were drafted: (1) abaca seed bank, (2)tissue culture laboratory (TCL), (3) cotton seed multiplication and distribution, (4)seed derived abaca planting materials production, (5) young age silkworm rearing and distribution and (6) production and distribution of propagated sisal and maguey planting materials.
The 3rd day of the research planning workshop focused on Gender Analysis of Programs, Project and Services-The Use of the Harmonized Gender and Development Guidelines was conducted by the invited resource speaker, Lorena T. Yunque. Before the actual seminar, a pre-test was given to the participants. The Objectives for the seminar were the following; (1) Enhanced KSA on GAD and the basic GAD Concepts (2) Understand and apply gender analysis in the development of agency programs, projects and services, (3) Familiarize the use of the HGDG and its application in fiber industry Research and Development and in the preparation of the Annual GAD Plan and Budget and strategic GAD Agenda. Lectures on Basic GAD concepts, and gender analysis, and Harmonized Gender and Development Guidelines were given.

The presentation of the researches was conducted during the last two days of the event. The presentation of researches include oral delivery of conducted research and display of research poster. A total of 10 completed researches and 16 ongoing researches were presented. The Panel of Technical Evaluators who rated the presentations were Dr. Leny Galvez, Dr. Vermando Aquino, Dr. Editha Lomerio, Research Division Chief Jose Catalla and Mr. Robert Atienza. PhilFIDA Executive Director Kennedy Costales was able to give his message during this session, emphasizing the importance of educating our farmers.
